The Promoting Project of Revitalization and Management of Brownfield Sites ( II)

In order to promote the efficiency of remediation work and sustainable development of land resources in Taiwan, this project continued the results from the former projects. The related management system and complementary measures were improved, and the sites with potential future uses were assessed and counseled. Moreover, the policies for the brownfield revitalization and installation of solar power systems were promoted. For advancing administrative efficiency, this project modified the process of risk assessment pursuant to article 24, paragraph 4 of the Soil and Groundwater Pollution Remediation Act. Revitalization works were drawn up to be merged into site performance indicators for the local government to take them as reference when reviewing the cases. Additionally, this project developed the complementary measures, including subsidization to the local government for promoting brownfield revitalization, administrative contracts for remediation work, environmental trust, and the system of promotion of private participation in infrastructure projects. Moreover, this project screened out 10 sites with potential future uses in Taiwan by discussing implementation measures on these sites with the counseling group, and completed revitalization planning for 2 sites were made. In order to advocate the brownfield revitalization policy, this project held 6 expert consultant meetings, 28 explanations with 563 participants, and a conference with 100 participants. For the policy of installing solar power systems on contaminated land, this project made an inventory of site area including the factory with contaminated groundwater and the contaminated farmland. Also, the system for concurrent remediation of pollution and installation of solar power was drawn up to promote the efficiency of remediation work, and achieving the goal of promoting renewable energy.
